The implementation of the Wholesale Electricity Spot Market (WESM) in Mindanao would enable the Luzon and Visayas power grids to acquire power generated in Mindanao. Unlike the Luzon and Visayas power grids, there is still an energy supply surplus in Mindanao, bulk of which is generated from coal and other non-renewable sources of power. At present, the Philippines still adopts a technology-neutral energy development framework, which means that it does not ban any specific source of power. Recent international trends have resulted to an unprecedented increase in the cost of power generated from non-renewable sources of power. While existing hydroelectric and other renewable power plants generate cheaper and greener power, it takes a longer period of time to develop and involve enormous capital investment.
